Mental health is a vital aspect of overall well-being, especially for the youth who often face unique challenges and stress. Government College Barsar affirms that mental health is integral to academic success, personal growth, and a healthy campus environment. This policy reflects our college’s commitment to building a campus culture, where mental health is understood not merely as the absence of illness, but as the presence of safety, support, and dignity. This policy sets out an integrated framework that is trauma-informed, student-centric, and rights-based, ensuring that every member of this institute has access to care, the freedom to seek help without fear or stigma, and the institutional backing necessary to live, learn, and thrive.

I. Core Vision and Objectives:

The Mental Health Policy of Govt. College Barsar aims to transform the college campus into a compassionate space where mental health is a shared institutional responsibility and all students are able to access care, express vulnerability, and pursue their education with dignity and support.

Key objectives include:

  1. Accessible Support: Providing proactive and confidential support through mental health services on campus. This will include having accessible counselling services with qualified professionals, establishing clear protocols for immediate referrals to hospitals and helplines like Tele-MANAS;
  2. Professional Development: Providing bi-annual training for all staff on psychological first-aid and inclusivity;
  3. Awareness campaign: Focus on promoting awareness about the importance of mental health among the students and their parents;
  4. Holistic Growth: Providing structured career counselling, emphasizing extracurricular activities, and maintaining anonymized records for an annual report.
  5. Campus Safety: Maintaining a zero-tolerance policy toward bullying, ragging, sexual harassment, and discrimination, managed by the college's Internal Committee.
  6. Establish mechanisms for periodic policy review.

II. Scope:

This policy applies to the following stakeholders:

  1. All enrolled students (Across undergraduate and postgraduate);
  2. Faculty Members;
  3. Parents/Guardians of students;
  4. Administrative and Non-Teaching Staff.

 

III. The Mental Health and Well-being Cell (MHWC)

 

To ensure coordinated, accountable, and responsive implementation of this Policy, Government College Barsar constituted a Mental Health and Well-being Cell (MHWC) responsible for the design, oversight, and continual improvement of mental health and well-being infrastructure on campus.
